You can assume he was cheating and that’s why he was banned.
If he tried appealing and providing evidence then he knows why he was banned.
So no you’re not right.

But he was never informed of what the infraction was that got him banned. How can he defend himself if he has no idea what he did wrong? Does that not make a proper appeal impossible? He literally cannot defend himself with evidence because bungie has given him no leg to stand on. Imagine if you were in court for a life sentence, about to get the chair and you don't even know what you did to get locked up in the first place. How would you defend yourself? Furthermore, he was on a military deployment at the time of his ban. Could it be that the fact he was playing overseas under a different IP that got him banned? We don't know because bungie won't tell him -blam!-!

The same thing applies to the other situation of if people in his fireteam are cheating hes expected to leave immediately otherwise he can be banned. If your friend has appealed it and been refused then theres a good chance that they aren't telling the full story. If they're convinced they did nothing wrong, then arbitration and court are available to them - at which point Bungie will reveal exactly why they were banned but your friend should be prepared to cover all legal costs if it turns out that they were in the wrong even if it was for 1-2 games
Could it be that the fact he was playing overseas under a different IP that got him banned?
Very little chance, the only way that'd be likely is if someone was doing mass recovers at the same location
