Players of a certain age will remember Murmur. Restricting weapon elements seemed pretty arbitrary when it was done, but I can understand why they would want to keep things as-is now. We have elemental keyword perks that didn't exist back then, and it makes sense for Incandescent to only be on Solar weapons, Voltshot on Arc etc. We know Bungie have been experimenting with allowing keywords to be usable outside of their respective subclasses - e.g. Devour from Buried Bloodline, Amplified from Ex Diris - but I think changing weapon elements might go a bit too far. For example, you could have a Void Ammit with Incandescent, so it would apply Scorch and also benefit from Volatile Rounds.

I'll say I could see glitches where perks mix, but I would think it would be a choice in crafting. We select the desired of the three base elements first, then proceed as normal through the four columns. Each of those elements has their own selectable elemental perks, that only are available to that version of the weapon. The random drops basically work as different weapons and drop with the respective element perks only. Solar Ammit has all the perks it has now Void Ammit has Destabilizing Rounds Arc has Voltshot, or Chain Reaction. Quick note: Chain Reaction may sound powerful, but Incandescent, while it is a different perk, is pretty much the Solar version of Chain Reaction with a more efficient spread as it scorches and burns before exploding, instead of just exploding enemies (though Chain Reaction is available in all elements) and Destablizing rounds, while different, activates fast enough in succession to be as destructive as Incandescent or Chain Reaction in a crowded space. Of course its even better when given Volatile rounds from Aspects. So they share the same perks for the most part, but only the non-elemental perks. Still familiar, but just different enough between them. Though yes, they would have to be strict with coding in those so they don't benefit from Aspects with non-corresponding elements. But its only changing coding for element functionality. The rest could stay the same.
