There are some pvp maps that could hopefully come back. That could be a good place to start.
A lot of people have asked for a true dedicated horde mode and there are probably twists they could apply to something like that.
I wonder how many people would play gambit if they had a reason to. Some people don't like it but it does seem like some people would rather play that than pvp for rewards. So maybe their rewards could be blended somehow. Or Gambit could... no nevermind.

I love gambit but same Maps no new enemys or updates I just stopped. I may be back on it when they update it issue with bungie is they make a new mode and just abandon it. Just small updates make a difference

I can't really remember how many people were playing gambit in it's prime but it did seem like a lot back when it was gambit prime. Definitely have to factor that it hasn't had any new maps or enemies in years. It just really depends on how many people wanted to play it. Did it get the last sand box and enemy behavior refresh with LF or was it skipped this year? Wasn't able to really play it when lf came out.

Been skipped since beyond light not had any updates in any form. Just had maps removed from it. There giving it one update shadow cabal and unvaulting the map in dreaming city then never touching again. PvP probs gonna get 4 maps and done. Strikes just seem ignored. They really just expect people to play never changing things. The seasonal stuff tells us do strikes or crucible. But they never update that and people can't bring themself play stuff so stale. Its half a job

I find it fine but some people do complain about how the seasonal content uses the ritual stuff or other things too much some weeks. So some people might feel like they are being shoved into older content and I've seen people say "it's just to boost those numbers" which isn't really true. The rituals never feeling new enough is one of the longest running complaints in the game. Pvp has had a lot of attention but there's a lot of under the hood stuff with that especially with this playerbase.
