Hello,
I had the exact same issue. To fix it I went into the Destiny settings on steam, and under Controller, from the Drop-down, choose disable Steam input.

You are a God. Thank you so much. I never thought that this would of been the cause. I tried steam link which i guess changed this setting and after so many hours and even installing windows 11 I see this post and you have fixed it. Facepalm. Thank you Thank you.
