This game is complete dog water how is it someone can jump off the map 9 times in a trials match and that's OK didn't even kick him mid game while I was reporting him but I call him garbage for it and I'm the 1 who gets into trouble f this game

Hello, Sorry to hear you had a less-than-satisfactory experience with another player while playing Trials. @Swat did a great job explaining the banning/reporting process, I highly advise not just brushing off what they said as just another player defending a process that you might feel is unfair/broken at the moment. Without going too deep into this topic or fueling any further discontent: When it comes to reporting a player who's griefing, (meaning the player is doing an action that is technically permitted in-game, but in a way that disrupts the intended experience of the game for other players) we have to manually verify by reviewing game footage along with your's and other player's reports. This, unfortunately, is a process that can take time and certainly will take much longer than the amount of time allotted in a single Trials match. As much as we wish we could speed the process up, that's just not something we have the power to do at the moment. (I always like to remind players that Bungie is still a rather small studio, we simply don't have the workforce to have someone dedicated to around-the-clock on-demand review of player reports.) Now in regard to why players can see an immediate in-game message for things like backing out of a match or sending a malicious message is because these kinds of offenses are not something that we need to review before we can take action (that's not to say these kinds of offenses aren't later validated by someone). All in-game messaging gets reviewed by a language filter checking for words that violate our Terms/Code of Conduct and when it detects a violation the system issues a message to the player (or depending on the frequency of occurrence potentially even a ban). The same can be said for exiting a match since this kind of action is easily recorded and does not need to be reviewed at the time of occurrence (again, these kinds of offenses can, and are often, validated especially when a player submits an appeal). My advice: Don't let players like the one you experienced get on your nerves, that's partly their goal, and succumbing to sending them a message of any sort (whether it violates our policies or not) is just giving them the satisfaction of knowing that what they're doing is accomplishing their goal of disrupting the game for other. It's best to just send us a player report and let us take it from there. Promise they will be dealt with accordingly even if it's not as soon as any of us would prefer.

Their trials KD for last season was 90+, the season before was 30+ and before that was almost 200. - in the last 4 seasons they've lost exactly 1 game and its because they left the win trade lobby early.
