Not bugged, description is just inaccurate. Had the same issues last year with Witch Queen, which had the same challenge and name for it's area during solstice.
Just checked, lost sectors will give 10% for this.

Still inaccurate or not I expect better from a company than this.

Heroic public events also give 10%. Normal ones only give 4%.
