did he enable crosssave before or after? assuming, using your description, he is on xbox and set his xbox characters as the character save to use, then setting up crossave afterwards assigned the pass and keys to the now dormant pc save.

So he launched the game and got to the character screen before realizing he needed to link his xbox and steam accounts. He never created any characters on PC. He linked his accounts, restarted Destiny 2 and then started playing on his hunter.

He received his new PC, Installed Destiny 2 and expansions (including Lightfall + Annual Pass). Then he enabled cross-save to pull his characters from xbox to PC.
