Hey, a guy in another post had same issue. Deactivated console and then reactived again as primary. I tried it and it workes for me. He did his deactivation from playstation.com but I just deactivated it from console.

I am having the same issue started yesterday as well. Required content 1,2, & 3. It says install EVERYTIME I have downloaded and installed but when loading into the game it sends me to the ps store to download missing required content.
