Allo there,
Bungie is unable to remove accounts from your Bungie profile as you need to authenticate the account before you can unlink and Bungie has no access to that information. Your only option is to recover the account via Steam support.

Steam cannot assist me, they redirected me to Bungie.

The authentication system is there for security reasons and as such Bungie will not remove the account for you for any reason.

You will need to ask Steam about restoring the account, not removing it from Cross Save that they have no access to.
