Touch of Malice not dropping

I have cleared King's Fall raid 43 times and not yet dropped the Touch of Malice. All my clanmate have dropped it multiple times. Am I very unlucky or can be a bug of some sort?

You only have 37 looted clears. However, it’s still RNG for it to drop. So no bug currently.
