Sounds like you're suffering from poor networking conditions. I recommend troubleshooting your network to try and find the cause of the problem. See the guide below for support.

NOTE: High internet speeds do not equal a perfect internet connection, there are many other factors involved which could lead to poor networking conditions. Also, using another game to troubleshoot issues with Destiny 2 is not a valid form of troubleshooting.

There have been problems going on all season that are unrelated to individual connection in the normal sense. people with verified good connection are seeing this like crazy. Providing the textbook response is not helpful and drowning out a problem which Bungie needs to actively investigate, not write off as a player problem. I've been doing active network monitoring at all time and confirming zero packet loss and no jitter during play sessions and still seeing stuff like this on the regular: https://imgur.com/a/xKPzsDc This particular behavior was not a problem prior to this season. It's almost always impacts only a character or two while the rest of the lobby is actively updating for everyone, emphasizing the fact that it is not a typical network issue or traditional lag. Something is wrong and Bungie needs to look into it.
