Be a parent. Stop relying on the almighty corporations and government to hold your hand. Your son is 7. You (or your partner) allowed him to engage in an online experience with strangers. That is not a game company's responsibility. It is yours.

I’m not going to lecture on parenting as some have done here, as I have no kids but- Report them to Xbox or PS or whatever you are on. Not Bungie. I know Microsoft is very quick to ban players who send inappropriate voice or text messages. It’s a coms ban, but it’ll be a pain for them for a few days. Best I can offer. Also turn off fireteam chat by default.

I mean, it's your job as a parent to regulate and surveil what your child is exposed to, which includes video games they're too young to play.
