Receive repeating exotic armors from Zavala even I have not collected all exotic weapons
I keep receiving exotic armors after restoring the Zavala quest level (from lv 17 back to lv 1) even though I have not collected all the exotic weapons. Why it is the case?

Assuming you dont have Forsaken or Shadowkeep since you have none of those, but besides that your warlock/hunter has already gotten all world drop exotics
