Given the title of the next expansion "light fall" and all the future themed lore about the last city being invaded and destroyed, most likely in the upcoming expansion. It basically means the whole event and improvements made to the Eliksne quarters will be pointless since it's going to be destroyed soon. Personally I think Neomuna will become the new public space (tower) and once the campaign is completed it will unlock similar to the tower after the red war campaign.
