Make sure you have set max performance both in Windows and Nvidia drivers.
That usually happens on beefy PCs when the CPU/GPU go in power-saving mode because a program/game doesn't trigger high performance requirements.

Aside from NVIDIA and Win11 power settings, is there anything else that needs updating? Did those and am still maxing out at 30 FPS when I was getting 110 previously
