Cards can detect losses. The logical thought here is to set cards to not allow resets without a loss being counted. Yes that still means they can just throw a match but then it'll be less common as there are now repercussions to resetting you have to lose. This means it's far more likely to wait until later in the card. This'll also prevent win farming at zero wins. This I can attest is a serious problem as many of my first games on a card are people of 2-2.5 k/d with a 20+ win streak according to trials.report they'll start a card and keep resetting after they win their first game essentially intentionally gatekeeping anyone from participating in the non flawless pool. In fact several people have said their clans have people who do that as well which is proof that this is a coordinated ideal to prevent players from using the non flawless pool to go flawless.
