Multi-champion stunning needs to be a thing to fix how badly the mechanic is effecting the game.
The best anyone can really say in defence of the champions is that "eh... it's not so bad really..." which isn't a ringing endorsement.
A lot of players actively hate the champion system because it messes up the way they want to play the game. Makes them use a specific set of gear, mods, aspects, that they might not be comfortable with or have all the unlocks for.
No bueno mi amigos.
Since you are determined not to just admit this was a bad idea from the start, at least you need to allow things where they make sense.
Mods that have intrinsic mods should also be able to benefit from the mod on your arms. If you think I'm wrong, test it, I haven't gotten them to work. For instance if you have a season with unstoppable line rifle you should be able to equip that with arbalest to stun both barrier and unstoppable champions. This season we have overload bow and maybe, just maybe I want to use that with Leviathan, but I can't, because it has intrinsic unstoppable.
This isn't asking much. It's asking your mods to do what they say they do. This allows you to choose a weapon that can stun more than one type of enemy which means it will interfere less with gameplay.
And if this is down to an issue of "well the programming of the game doesn't have memory for the additional perk like how we removed the light orb generation thing so we could add something else" Okay. That's fair. You can't do it, you can't do it.
So if you can't do it. REMOVE CHAMPIONS FROM THE GAME and then you'll have more free memory to work with and create content that people actually enjoy.
Either you need to be less restrictive with this system or you need to remove this system. One or the other.
