What exactly is the point of needing to be the recommended level to do GMs?

If we're going to be capped- what? 20 or 25 below the recommended level anyway, what difference does it make if the recommended for example is 1600 and a player is 1575-1580? They aren't doing any less damage or dying any faster than a 1600 with a 20-25 level debuff. It makes about as much sense as all the LFG posts I used to see demanding players be +10 the recommended for a GM despite, again, being capped at the same level. If our level won't offer an advantage because of a power cap that technically most players passed already, why do we need to exceed the pinnacle cap to do it?
