I like the idea of punishing ppl who quit because they are losing, but getting a ban because you get kicked out of a game because of network or xbox issue is kinda ridiculous. My clanmate got booted then when he went to rejoin said he wqs banned for leaving

Bungie's suspensions policy is to protect the experience of players who are left at a disadvantage due to a teammate that is leaving matches repeatedly. Whether you quit intentionally or drop out due to a disconnect, it makes no difference that you're negatively affecting your teams. If you experience network issues, platform service issues, or the game itself is being unstable, it is recommended you refrain from attempting to play Crucible during that time until the issue is resolved first.

Bungie tried it your way in Trials, Gambit and Comp matches but people started forcing Internet issues to get out of losing match without the penalties. This forced Bungie into a zero tolerance policy.
