Gambling is defined as "the wagering of something of value on an event with an uncertain outcome with the intent of winning something else of value". What is being wagered by the player?

It's not breaking gambling laws Bright engrams cannot be bought under any circumstance. Not by downloading the game nor through the season pass. They're simply part of the game like exotic engrams.
