Is there any reason as to why Trinity Ghoul's Chain Lightning is not stunning Overload Champs?
How is the Chain Lightning any different from Le Monarque's poison that DOES stun champions?
In both cases the Poison and the Chain Lightning are hitting the Champion indirectly, the Poison from a headshot on a nearby red bar enemy, that DOES stun the Champion, and the Lightning chained from either shooting a nearby red bar enemy or the ground next to the champion, that DOES hit the champion, but does not stun it.

I think the way the damage is coded works differently. I'm fairly certain TGs arc explosion is just chain reaction turned way up. however, I agree with you. You can stun champs (not barriers) with dragon/firefly so tgs arc splosion should do the same
