I want to make sure this topic of discussion does not get drowned out, but if no change has been implemented already, Ruffians severely need a retooling of their mechanic in Expeditions.
As many have said before, they spawn too late in the process to efficiently secure a kill unless you act fast. When playing with random people, this process is almost impossible, especially since the Ruffian mechanic is not explained at all (nor are the Ruffians even labeled as 'Ruffians', they're simply called 'Champions').
This struggle causes players to sabotage the gamemode intentionally in order to secure the kill (and with two Ruffians spawning per round--at least I've never gotten more than two--it makes playing over 100 games of Expedition grueling (even if spread across three months).
Easy fix 1: Have the Ruffians spawn when the loot cache fills to about 54% rather than 88% / 94% (most players are mid-throw of the last Engrams by the time they start spawning).
Easy Fix 2: Spawn Ruffians on the drill sites and on the routes to final drill site / boss OR spawn Ruffians at drill sites and at jammers.
Easy Fix 3: Spawn two Ruffians at the end in place of the Majors.
