Drop debuff to 20% or 25%, making Tether and other debuffs more of an option.
Inverse to Well/Bubble for buff (Well used to be same as bubble, making bubble pointless) more min max options for high end without ruining crit functionality or debuff for everyone else.
There will always be optimum prerequisites for raids, Well, Bubble, Div, G-horn, Linear, etc depending on the encounter.
It’s on Bungie to design creative raid encounters (Rhulk) that challenges expectations and the sandbox at our disposal.

A vague nerf to its debuff amount wouldn’t change anything considering other available debuff only have seconds of uptime, no massive crit bubble and generally offer literally nothing.
