Bans are manually placed so if a Bungie.net ban communication ban is put in place then the post was viewed by a Ninja and found worthy of action to be taken.
If they want to protest the ban they can contact a Ninja which they will still be able to do.

You can be banned from every aspect of the game. Whether that's PVP, the game itself, LFG, the forums and private messages.

They manually review all reports. There is no bot or automated system. If they found reason to ban you then it is warranted.
