"Pulse Rifles with out of band effectiveness" What does this mean?
Does this only refer to top-of-class pulses, or ones that under-perform too? My prediction is that this will result in some stat nerfs to Messenger and NTTE, and possibly some outlier 540's like Piece of Mind and Horror's. Hopefully Jurassic Green gets some stat buffs cause that gun is seriously lacking.
