I've been having this issue for a while and I've tried loads of things. I recently upgraded my CPU to a Ryzen 5 5600x (I heard Destiny 2 was quite CPU bound?) so I know that I should be able to run it (GPU: 1080Ti - RAM: 32GB 3000Mhz - Game is installed on an SSD).
Here's a list of things I've tried:
- deleting steam shader cache
- reinstalling GPU driver (using nvcleanstall - performing a 'clean installation' - should I try DDU?)
- running in dx11
- reinstalling game and verifying files on steam
- deleting DX shader cache (disk clean-up)
- disabling "full screen optimisations"
- power options is on high performance
- CPU priority set to high on task manager
- lowering graphics settings
I'm starting to think that it's not my computer anymore and its just a game issue. Does anyone have any idea?

Ddu is the main primary usage for clean wiping drivers. But 512 and newer drivers have been causing major issues for the game

Also, make sure you don't have third-party apps/utilities running like iCue, Cortex, Dragon Center, Armoury Crate etc. They are usually poorly coded and bog down the system, even making it unstable.
