Allo there,
The smg was an early access exclusive for deluxe edition owners. That has now ended so anyone who owns Witch queen has access to make it.

I tried to verify that with a couple google searches but couldn't find anything that says that, everything said it was exclusive to deluxe

It's similar to NTTE which was also a exclusive and then allowed access to those that owned Beyond Light.
