If it is on Bungie.net then use the report options to inform the Ninjas and then block them. If on your platform's account then use that platform's report options. Ps. Bungie is well aware of these people making new accounts for advertising paid services. These people go through multiple accounts per day as the old ones are banned. However to stop them takes long drawn out legal action to stop which Bungie has gone so far as to do.
