Bought Witch Queen Deluxe + 30th Anniversary but can't access Duality dungeon

I've seen a bunch of posts on here and reddit but no actual responses. I just recently got this on steam through the summer sale. So, I'm on PC. No, I don't cross save or game share anything. If I look in the Eververse store it says I own the dungeon key. Not really sure what's going on here.

What does it say when you try to access the dungeon? Did you get starting quest from Hawthorne in tower?
