That quote is for players who are messing about in the game world. Cheating and bad internet can and will be punished as it ruins the gameplay for others. If you don't hede the warning then a 2 week restriction will occur and then if no improvement Is made another restriction. If you can't afford better internet then have a look at the guide I posted above to try to maximize your connection and maybe speak with your ISP about any possible upgrade or at least check your line for any issues. If nothing can be done then if suggest you stay away from PvP until a better connection can be had.
