Dungeons have always felt more like a scaled down Raid. For the reason that like a Raid the Dungeon introduces a mechanic that is used throughout. Strikes don’t really do that. With but one or two exceptions it’s just run to the end killing things, slay boss. They could make the mechanics such that necessitate 2-3 people, something a Dungeon currently doesn’t do. Take the first glyph encounter in VOD. Make the change so that the group needs to do each pillar one at a time, and then shoot the right pillar, and it’s not too far off from how it currently is. The encounter might take longer, as could a “world’s first” race, since you have fewer minds collaborating to figure out the puzzle of the mechanics. But more can participate because you only need your normal 3-player squad.

How many Raids have had mechanics where all 6 people are responsible for 6 completely different things? Most of the time you’re splitting up into two groups of three. Or it’s three groups of two, where all three groups are doing the same thing just in three different locations. And usually it’s just one player is responsible to go do a thing, while the other stays out and kills stuff. Often the only reason reason you need 6 players is you to do the same thing in 2 or more locations at the same time, and there’s just too many spawning enemies for 1 person to keep up with. You need to defend more than one spot and there’s a runner that can’t easily defend themselves.
