It’s just a redistribution of the damage - removing 2 of the damage from each tick to the person hit by the arrow so that it can’t one shot people, applying that missing 2 damage per tick to other people in the cloud so it can still kill those who are caught in the cloud - which was it’s intended purpose in PvP
