If you are game sharing that is why. The pre-order bonuses for Witch Queen do not have a separate platform license so they are simply unlocked for the account that made the purchase. If you're game sharing and your brother's account is the one that made the pre-order then that is why he has it and you don't.

  • I see. Thanks for letting me know. Do you happen to know if this is the same for the deluxe edition and the dlc too? Since its game shared will I still get those

  • The DLC itself will game share just fine as it has a platform license. A platform license is what is needed for content to be shared between accounts using console game sharing. However, the season passes that come with the Deluxe Edition would not be game shareable in the same manner as the pre-order bonuses. They are not part of the DLC license and are unlocks on the account that made the purchase. So if you wish to participate in the seasonal content that will be released during the first year of Witch Queen you will have to purchase those separately on your account.
