Based on information given, weapon crafting system will provide us even more of trash weapons, than it does now and even if we assume helmets get additional slot for orb generating mod, that costs zero energy - it all still creates a lot more isues than it solves. This is problemsolving on a level: drop whole bunch of broken glass and other sharp objects everywhere, while taking everyones footwear by force and when a person gets a cut on a foot - amputate the whole leg to stop the bleeding, but provide free crutches and wheelchairs. Maybe with more information on crafting system and orb generating mods it turns out that all concerns are accounted for and everything's awesome or Bungie rethinks their strategy based on feedback... But currently, I am glad that I have not wasted my money on Witch Queen pre-order.
