It seems since the dawning update enemies have been able to survive multiple finishers and even come back from the dead after being finished. Things like internet speed, certain activities, frame rate or which finisher your using don't seem to effect this. It seems to just be completely random from my testing. I have multiple clips of this happening at random in a range of activities however it does seem to happen more within the GoA Dungeon then anywhere else. I hope someone sees this and fixes it as it is damaging Assassians Cowl(The perk won't proc because the enemy hasn't died). Thanks!
Side note: This bug can sometimes (but rarely) allow for people to have multiple scorch cannons within the GoA dungeon it seems that even if the enemy comes back to life (after being finished) the scorch cannon will sometimes(however not always) drop and continue to remain resulting in the duplication of the cannon. Seeing how a enemy can now survive up to 4 finishers(4 was the max in my testing) you could theoretically keep duplicating the cannons or any other items like it. An since this bug isn't exclusive an works on all enemies seemingly it could be possibly to duplicate other weapons as well. Thought I should include that as well.

First time I had this happen was on one of my first solo flawless attempts in grasp of avarice. the scorch cannon vandal just reappeared on the other side of the room. can't remember how much health he had at that point.

Don't forget about the rubber banding health bars. I love getting an enemy to low health, only to watch their health jump back up to nearly full while I'm reloading or going in for the melee.

Happened a few times in Master Grasp of Avarice to most champions. It was only on one run though it was buggy. It’s weird.
