Hi there. Cross Save cannot overwrite anything. It simply allows players to access the cloud save data of a set of characters from one platform on whichever other accounts you've linked to your profile. Based on your description, it sounds like the character your nephew is using has never been played before or not for long.
What's your nephew's Playstation or Steam account name? Or can you give me the link to his Bungie profile?

Also, is 1100 the base/starter power of this season?

Any new characters created automatically start at 1100 and any players with characters at a level below that prior to Beyond Light would have their characters brought up to 1100. Looking at your nephew's account history, he's played just under 11 hours on his Playstation character, so he can't have collected much gear yet. He played briefly for only 5 days after Shadowkeep was released in 2019 before picking up the game again today. Besides doing the New Light intro mission when he first created his character, he didn't start any campaigns before today. https://www.bungie.net/en/Profile/GameHistory/2/4611686018508787493/Thinxster?mode=story He can check the Quests Archive in the Tower next to the Postmaster to pick up any quests he may have abandoned or didn't pick up yet during his initial 5 days. As of this season, the level soft cap is 1270. He can reach that level from acquiring Rare and Legendary gear, which he will then have access to Powerful, Prime, and Pinnacle rewards to increase his level. If any gear shown is not on his character or in his Vault, then the likely explanation is that he had dismantled or used them for infusion back in 2019.

Ah alright, thanks. We just had him make a new character again and transfer all his stuff, he's been getting some major gains in a short bit of work so it's all good. There's probably something wrong with the cross-save feature for PC.

Also, we played for 6 hours today but he hardly got any gear from any of the activities, from strikes to a bunch of Gambit wins, a couple of Haunted Sectors, an Astral Alignment, and those campaign adventures. I had a full postmaster after just a couple of these, and mine's always emptied regularly, yet he had hardly any items at all in his inventory, pretty much nothing in his postmaster.

Keep in mind that if he doesn't have the season pass or hasn't ranked up a lot, he hasn't unlocked much of the boosts that increase the chance of additional gear drops from specific activities. Nor is he at the level yet where he will start earning Prime engrams and unlock weekly challenges for Powerful rewards.
