Hi there. You must be able to authenticate all linked accounts to manage Cross Save or unlink them from your profile. If you can't do so, you'll want to reach out to the platform support to see if you can gain access to that account. For security reasons, Bungie cannot remove them for you.

What Bungie [i]might[/i] be able to do for you is deactivate Cross Save so you can at least move the accounts you can access to a different Bungie profile. This will result in losing any emblems you've redeemed or have been granted on this one. You would also have to wait 90 days before you can enable Cross Save again. If you want to try this fill out the contact form at the bottom of the article I linked above.

i cannot physically log into the steam account even when i know the credintials, because it is no longer an actual account. can bungie not see that the steam account no longer even exists?

It doesn't matter whether or not they can see that—the account cannot be removed if it can't be logged into. That's why your only option is to request assistance in deactivating Cross Save and then move the accounts you can access to a different profile.

There used to be a contact form at the bottom of the article I linked in that reply, but that was depreciated. There is no way to request assistance with Cross Save issues at this time.

so there any way to deactivate cross save without authenticating an account linked? i still cannot unlink my old steam to link my new steam. because the old steam was deleted and it's not possible to deactivate it.

No, there is no way to deactivate Cross Save without authenticating all linked accounts. If Steam support is unable to reinstate that account so that you can log into it, Cross Save will be stuck set up the way it is and you will not be able to add your other account.

so will i keep everything from my xbox account when it is eventually linked to my new steam account on PC? or will i lose seasonal weapons, emblems, etc.

Because your Xbox characters are the ones you're using in Cross Save, you would keep everything your those characters currently have except for emblems that you specifically redeemed on bungie.net, such as those received when buying items from the Bungie Store or the Moments of Triumph emblems.
