Progressing the current seasonal quest should complete the Decrypting the Darkness step for past season quests.

So, if I've done all of the seasonal quests this week and am waiting for the reset on Wayfinder's Voyage, then progressing on reset will fix this?

Try the Season of the Splicer quest.

Progressing path of the splicer did not solve this. Now I just have another quest called “Legacy: Path of the Splicer I” that wants me fo complete Decrypt the Darkness. Decoder still does not offer it to pick up.

I have the same issue and have reached the same point. My only other unfinished seasonal quest is the one to do the Last City override mission, and I don't think I can until it cycles back around (at least today's is Europa, don't know if its daily or weekly).
