I am sure I am not the only one that has missed a season which I owned. Last year specifically I was forced to move due to the pandemic and ended up being unable to play for over 6 months. This meant I missed all but the first few weeks of Season of the Worthy and I would've missed all of Arrivals had it not been extended.
This meant that even though I purchased the season, I missed out on all the content but more importantly: the rewards. Rewards such as the weapon and armor ornaments, emblems, shaders, titles, etc.
Last year I also returned to The Division 2, and I noticed that their season pass model was very similar with the new DLC. That being said, now that the seasonal storyline has concluded, they have made the decision to rotate between old season passes where you can still earn rewards if you owned it or free rewards even if you didn't. Once you level to 100 Season Rank, additional ranks award you with an occasional eververse engram.
My suggestion is simple, allow for us to return to a previous reward track we owned (or purchase a previous reward track if we didn't) in order to continue earning meaningful rewards and reduce FOMO in the game. Of course returning reward tracks should come at a reduced price than the full season and seasonal content, but regardless of how this pricing decision is implemented I think it would be a net positive for the community.
