Don't quote me on that, but I think the % progression only progress once per account per week, not per characters.
The bug was that this "protection" only counted on the character that had the 1st clear of the week instead of the account itself.

They supposedly changed it to total clears per account two weeks ago, but considering how many looted clears I have, it feels as if the patch didn't change anything from before.

The fix simply made it so all your characters now have the same probability. Additional weekly clears do not increase your probability, they are just more rolls of the dice. Edited for clarity.

I was under the impression they merged the total of all characters modifier into the account modifier.

They did, but only because they were accumulating for the first character you play on each week. IE: if you are consistent and your first clear is on your main every week, the patch should have no effect, aside from the fact that the drop protection is active and working on your alts now.

Pre patch, your 3 character could have different probabilities depending on which one you did you 1st clear of the week. Now they're all under the same %
