I dont think thats how it works on cabal culture.
They are allowed to use any weapons they want.
In this case, they can use troops, tanks, guns, and what not.
And it would be fair, considering the whole demi-god things that we are.

Yeah, but don’t they have magical physics defying stomp powers with impenetrable shields that are somehow tied to the health of their troops, with significantly more base health? They seem to have their own demigod thing going on.

Can they use a beam of arc that destroy everything? Can they use a hammer created with the power of the SUN? Can they create a LITERAL ball of SINGULARITY? No? Then well, they dont have demi-gods.

I think your definition of a demigod is a little rigid if ONLY light based guardian powers granted by the Traveler can make one a demigod.

Its not rigid. Its realistic because of the game logic. The cabal are just really strong. If it is by our perspective, sure. By theirs, it just means the are strong.
