This help forum is the only way to contact Bungie. Anything that was on battle.net including characters, licences or silver is now lost and none transferrable.
For any refund on content or silver then you'd need to speak to battle.net support.

You had over 14 months to migrate. You won't receive a refund and steam isn't going to give you the game for free. Anything associated with battle.net is gone.
