Linked platform accounts cannot be changed while cross-save is active, and any deactivation of cross-save is subject to the 90 day cooldown policy. Bungie have been quite firm on there being no exceptions to that policy. As such, if you are wanting to change the Steam account linked to your profile, and use cross-save, then you will need to deal with that cooldown period. Alternatively, you could continue to use the Steam account that is currently linked, to avoid the need to deactivate and wait for reactivation.
