Nothing manacles. It would be a weapon that's an armor piece. It would look like nothing manacles. Its perk would be scatter charge: gain a 2nd scatter grenade charge. Scatter grenades are automatically overcharged, & damaging enemies with scatter grenades gives grenade energy.

Yep! Since the grenades are automatically overcharged, you could combine it with devour. Middle tree could convert the grenades to HHSN if you want, but you wouldn't get grenade energy back since it's not scatter damage.
