Never really noticed this.
It's definitely not a panic super, but more of a well-timed/big-payoff super.
Even in PvP I've had good luck with it when used in the correct circumstances (i.e. observing radar, firing around corners to capture unsuspecting groups...combining with grenade launcher with high handling for quicker weapon engagement).

Once she stopped panicking and started to use it strategically, she started making plays. Not tether, but the same applies.
