Anarchy and Tarrabah will both be available from the new memorial kiosk.
I believe as long as the source of the Catalyst objective is still available like the example you gave of precision kills, you can still complete that part.
If you don't complete the quest by the end of the season you will have to get the Exotic from the memorial kiosk instead.

Just remember Cozmo some players had to farm there Ass off for those 2 exotics. They should be turned into Raid exotic quests for the new beyond light Raid then. I could get behind that. Please don't make them a Free Handout 😏
