Hi there!
You can change your profile name by clicking on your profile picture on the upper right, then going to Settings. You can edit your profile information from there!

I've attempted to change my username and it doesn't say I can't but it doesn't register that I did and it keeps putting up my old user

Hi there! This is a different issue than the issue noted by the OP. Bungie is aware of the issue and is currently investigating.
