Rose perk quest is missing... is it bugged?

Dear Bungie, I tried reaching out on Twitter and you ignored me. Please, I am trying to get lumina but my 3rd rose perk quest step is missing. I am stuck at 2/3 done. I want to complete it and can’t. Thanks in advance for any help.
