Funny this is the exact reason I've been putting off getting Jotunn because I know the second I grab it its going to get nerfed, happened with every other fun/good weapon I've gotten thus far.
Bungie doesn't care about the majority of players if at all anymore shown to us at this point. A lot of the playerbase isn't going to survive sunsetting, bet.

Definitely grab the Jotuun, it's a pretty straightforward grind, and a fun weapon to pull out from time to time. Also, with sun-setting in place, exotics will become even more useful.

Probably going to since thinking about it now it probably already had its nerf back then in Opulence. Either way, needed to make an example. I get it, and it's sad to see sunsetting even being considered. Good news is since the community has had time to take it in it's been starting a lot more vocally against the change and when you know there streamers start talking about it like its a bad thing we might be in for a better future a lot sooner than later. Keep your good stuff vaulted until this is all finalized and blown over.

They are going to have to at the very least clarify the system. Which at this point is all most people are hoping for. We all know that Bungie is going to push through with this regardless. They are known for making poor design decisions like this.

My guess is they've been using this period of time as a beta test period in part to see how people react and another to see if it truely is good for the game as they said. That's why they won't be revealing too much right now. If its not bad decisions Bungie has an issue with its most certainly bad optics.
