You're not defeating them fast enough.
I was finally able to complete it running into a Lost Sector, getting surrounded by red bars, activating devour and killing them as fast as possible.
It's not broken, but it definitely needs some tuning, it's way too hard to complete, at least compared to the other bounties.

I just did EP and let 30 thraw gather around them and it didn't work it is broken.

Not sure about that info. I just solo'd the first phase of the first round of Escalation Protocol 3 times in a row using absolutely nothing but Devour. With the little Hive -blam!- all over me I couldn't stop swinging or I would die. That's how stacked up they were on me. Didn't count for any of the 3 times I tried it.
